add management traffic LAN and internet (like NetBalancer for internet)

NetBalancer is a traffic shaper and system network balancer, only for Internet.
Why doesn't make only one soft to manage the speed of computer (like Process Lasso now) and the speed of the internet (like NetBalancer) + the speed of LAN (nobody want manage all ?)
